Hope for Children Bill
Adoption Tax Credit 2001 VFA Legislative Chart on Adoption Issues Before Congress Week of January 26, 2001 Issues Explanation House Senate President VFA Hope for Children Act Introduced 1/23/01 Senators Larry Craig (R-ID) & Mary Landrieu (D-LA) (S. 148) Expansion of the Adoption Tax Credit. For families who adopt children with special needs the bill would provide a flat tax of $10,000. Non-special needs adoptions would be able to deduct qualified adoption expenses. The bill also increases the income eligibility to $150,000 up from $75,000. Finally, there would be no sunset provision for non-special needs adoptions. Has not been introduced. However, Representative Jim DeMint (R-SC) is expected to be the chief sponsor. Not only was the bill introduced as a separate piece of legislation (S. 148) but it was also included in the larger Republican Tax bill, the Working Family Tax Relief Act of 2001 (S. 35). Expansion of the adoption tax credit is also in the Democrats tax package (S. 9). President Bush expressed his support of the adoption tax credit during his campaign. VFA supports the new Hope for Children Act and thanks Senators Craig and Landrieu for addressing the special needs section. However, VFA has concerns regarding the high cost of the tax credit.
