Questions about cousin adoption in california

My Cousins daughter recently had her 2 children taken away by CPS they were in foster care for the past 3 months. My Wife and I are getting them on monday we passed the background check and homestudy. We want to adopt them, so during the past 3 months we have had supervised visitations every other week for 1 hour visits. We live in victorville and drive 4.5 hours to fresno for the visits. The mother just had her visitations terminated because she only went once and she lives locally. The mother has missed all her court dates and priviuosly had 3 other children taken away and adopted out by other relatives. Do you think they will terminate her rights without trying reunification? Do we need to petition the courts? again the court is giving us custody and her problems escalated from drug use to child abuse (beating caught on Camera)what are our Chances of being able to adopt them they are 3 and 5 years old a boy and girl?
