William L. Pierce, Ph.D., was the founding President and CEO of the National Council For Adoption (NCFA). He is the Executive Editor of three editions of "Adoption Factbook", published by NCFA, and co-author, with Christine Adamec, of two editions of "The Encyclopedia of Adoption", published by Facts on File. Since Jan. 1, 2000, when he stepped down after 20 years as NCFA's President, Pierce has served as Consultant on The Hague for NCFA. Pierce was a member of the U.S. Delegation to The Hague and helped draft the 1993 Intercountry Adoption Convention in that role. In 1994, Pierce attended the work session on the Convention as the Executive Director of the USA Committee for International Association of Voluntary Adoption Agencies and NGOs, a nongovernmental organization that has official observer status with the Hague Conference on Private International Law. Pierce was also, among other things, a Senior Fellow with the Discovery Institute, a Seattle, WA, think tank; President of the Board of a small foundation called the Richard C. Stillman Foundation for Adoption; and Publisher and Executive Editor of Adoption/Medical News, the well-regarded newsletter founded by Christine Adamec which featured many articles by Jerri Jenista, M.D. Pierce was also the President of Pierce Group International, a consulting group.
