born in tucker georgia on 9/1/89 my adoption was a closed adoption but hoping to find my birth parents.... is there anything i can do to look for them???

Ok, I hope this is the right place to post!! I am seeking a sister who was born in Tennessee (probably Johnson City)between November 1969 and February 1970...most likely around CHRISTMAS. Our mother has passed away and I was just given the news of the adoption (last week!). I am not getting too far with the birth records because I am only a sibling and TN has sealed records. I don't have much to go on, except that our mother's name was Nancy Jane (maiden name=Carter) Willhite.She was a recent widow raising a small daughter by herself. She was a music/dance teacher-and a college student. She told "someone" that the child would most likely be musical, as both parents were. She was told by "someone" the the baby was possibly going to be adopted by a minister/wife. Mom was 5'2", wavy dark brown hair and brown eyes. Adoptee may have a congenital "crooked pinky finger" (curves inward toward other fingers)-runs in mother's family.
If there are any of these "angels" out there that I keep reading about.....please HELP!! I'm completely out of my element here!!

We have been looking into adoption for some time now. We have both been previously married and are not married at this time. Our wedding date is in November so all of this is hurting us. I am 35 years old and have two daughters from a previous marriage, ages 11 and 15. (Wonderful girls)We have gone to CPS meetings about foster/adoption through them and they are turning us down because we have to be married for 4 years. We were told that if we would put our wedding off, then we could adopt as a single parent. This is not an option for us because we both want to go through the process together. He is a fireman for the past 8 years and I have worked for a pediatrician for the past 7 years. We both love our jobs and the girls. We would just like to add a son to the family. We are asking for a boy ages 4 and under and CPS is telling us that they can not help us. Yet, they want to talk about the hundreds of kids that are needing homes right now. We are wonderful parents that love kids with all our hearts, but we do not qualify.
I have also contacted agencies that said we had to be single or married for 4 years or gay or lesbian. Well, we are none of those so we are unable to use them as well.
So, our next step was to send a letter to several hospitals as a doctor in our town did and adopted a baby boy. Well, we have not heard anything yet. It has been over a 1 1/2 years.
My question is, does anyone have any idea on what we can do to get this process started. There has to be other ways of doing this, I just can't seem to find them.

I released a baby girl in February 1988, in N.C. It was a closed adoption, but she would be of age now and I would like to find her. Does anyone know how I could?
