Steve Christian is a Program Manager with the National Conference of State Legislatures in Denver, Colorado. He manages the Child Welfare Project which provides assistance to State legislators and staff on issues such as child abuse and neglect, permanency planning, adoption, and foster care. He is the author of New Directions for Child Protective Services: Supporting Children, Families and Communities Through Legislative Reform, and A Place to Call Home: Adoption and Guardianship for Children in Foster Care. He has also been tracking and analyzing state legislation in response to the Adoption and Safe Families Act. Prior to joining NCSL, he practiced law and served as a volunteer guardian ad litem for abused children in dependency and neglect proceedings in both Colorado and Florida. He holds a law degree from the University of Virginia and a master degree in social work from the University of Denver.
