Kathy Ledesma

Kathy Ledesma is the Program Manager for Permanency and Adoption Services for the Oregon State Office for Services to Children and Families. Kathy has more than 20 years of child welfare experience in both the public and private sectors in the states of Oregon and Washington. In addition, she has served as the on-site Executive Director of Hogar Infantil, a 100-bed children's home in Chiapas, Mexico.
Kathy received her Bachelor's degree from Kalamazoo College in Michigan, and completed Master's studies at Santa Clara University in California. She is a graduate of Oregon's prestigious Pacific Leadership Academy, as well as Leadership Oregon and Oregon's Human Services Leadership Academy. Kathy is a two-time recipient of Oregon's Human Services Quality Award. She's also led Oregon's efforts in earning a federal Adoption 2002 Award that recognized the state's innovation in increasing adoptions of children from foster care.
A frequent presenter at state, regional, and national child welfare conferences, Kathy serves on a number of task forces and advisory boards. She is the current president of the National Association of State Adoption Programs.
