Janice is the founder and executive director of Adoptions Together, Inc. She received her Masters Degree in Social Work from George Warren Brown School of Social Work in 1980 and is a frequent presenter at local and national conferences on issues relating to adoption and child welfare.

She founded Adoptions Together in 1990 in response to serious gaps in the child welfare system, with the aim of providing adoption opportunities and support to all children in need. Today, Adoptions Together serves children who are born in its community and children growing up in orphanages overseas, as well as those living in Maryland's public foster care.
