Out of State Agencies Placing with NY State From NAIC
New York Article 13 Agencies (9/00)

If an out-of-state agency wants to place an American child with a family residing in New York State, that agency must be authorized to do so by the State of New York. These agencies are known as "Article 13 Agencies," after the section of the Domestic and Family Relations Code that explains the authorization process. Prospective adoptive parents in New York who wish to work with an agency outside of the State must work with an Article 13 agency. Agencies wishing to place a foreign child with a New York family are exempt from the Article 13 authorization process under Section 371 of the Social Services Code.
